Bennet finished the 156.7-kilometer stage, from Istanbul’s historic Sultanahmet Square to Tekirdağ, ahead of Fabio Jakobsen and Caleb Ewan.
April 17’s second stage will be 183.3 kilometers between Tekirdağ and Eceabat by the Dardenelles Strait.
Cyclists will also ride at the final stage in the Eurasia tunnel connecting Asia to Europe beneath the Bosphorus Strait.
The Tour of Turkey, which brings together 119 cyclists from 17 teams, will end on April 21.
Four World Tour teams are among 17 teams competing in the six-day race.
The race is being broadcast in 185 countries.
It debuted in 1963 and became an international race two years later.
This year’s tour will follow a similar “nostalgic” route to its first edition.
