The government expects the step to help limit spending on the state-run system, which rose to 32 billion Turkish Liras ($21 billion) in 2008 from 8.6 billion liras in 2002, Şimşek told a parliamentary committee discussing the proposal, according to the newspaper.

There will be a ceiling on the payments and the poorest will be exempted, Hürriyet cited the minister as saying.
