Prime Minister Recep Tayyip Erdoğan is seeking to tighten civilian control over the military. Erdoğan was re-elected as prime minister in 2007 after he called a general election amid a spat over the election of Abdullah Gül as president.

The measure means that all arms purchases will now be overseen by the civilian-controlled undersecretariat, instead of military officers who had worked at the Defense Ministry’s Foreign Procurement Office.
