Turkish President Erdoğan appoints energy civil servants, postal office director to Council of State

Turkish President Recep Tayyip Erdoğan has appointed nine new members to the Council of State, with backgrounds in various fields from energy to cooperative associations.

Three-quarters of vacant seats at the Council of State are elected by the Supreme Council of Judges and Prosecutors (HSYK) from among first-degree administrative judges and public prosecutors, or from among those who have been considered to be from the profession. The remaining quarter of the members are elected by the president from a set list of professions.

Some 44 seats were vacant before the election by the HSYK and the president, so Erdoğan is expected to appoint two more names in the near future.

The appointments of the nine new members by Erdoğan went into force after being published Dec. 16 in the Official Gazette.

The new members of the Council of the State are Prime Ministry Security Affairs Director-General Ali Ürker; the former first legal councilor of the Electricity Production Corp and the director of the law department at the Energy Market Regulatory Authority (EPDK), Fatih Mehmet Alkış; Energy and Natural Resources Ministry Deputy Undersecretary İlker Sert; Director-General for Cooperatives at the Ministry of Customs and Trade İsmail Kalender; Labor and Social Security Ministry Deputy Undersecretary Mahmut Ballı; the former head of the inspection board at the Energy and Natural Resources Ministry, Cevdet Malkoç; Director-General of Post and Telegraph Organization (PTT) Osman Tural; the first legal councilor of Kocaeli Metropolitan Municipality, Taha Erdinç Bülbül; as well as the first legal councilor of the Directorate-General for Migration Management, Zeynep Kenan.
