Mindy E. Landow, the administrative law judge who ruled on the case, also concluded that Starbucks had violated laws by prohibiting employees from discussing unionization by the Industrial Workers of the World and by giving negative job evaluations to union supporters, the newspaper said.

Tara Darrow, a spokeswoman for Starbucks, said the company was disappointed by the decision and planned to appeal the ruling, the Times reported.The ruling came in response to charges by the labor board's Manhattan office against Starbucks in April 2007, the newspaper said.
