New Delhi rules out war with Pakistan

Also yesterday, New Delhi announced a wide-reaching reform of its security laws and infrastructure, as the home minister said South Asia was "in the eye of the storm of terror."

"That is not the solution," Foreign Minister Pranab Mukherjee said during his address to parliament when a lawmaker demanded India attack Pakistan in the wake of the militant strikes. "We have also pointed out that their denial is not going to resolve the issue," Agence France-Presse news agency quoted Mukherjee as saying.

In an earlier statement to parliament, Home Minister Palaniappan Chidambaram announced wide-reaching reforms to security laws and national infrastructure aimed at preventing future terror assaults in India.

Among the new measures, the government will seek to create an FBI-style national agency, beef up coastal security, strengthen anti-terror laws and increase intelligence sharing, the minister said, according to a report by The Associated Press.
