Tax-payers may be asked to declare outgoings, as well as income, if inspectors suspect there's a disparity between declared and actual income, the newspaper said. Finance Ministry officials in Ankara are drafting the legislation, which needs the approval of Prime Minister Recep Tayyip Erdoğan, it said.
