EU slams new Russian freight rules

EU Customs Commissioner Algirdas Semeta hit out at what he said was likely “serious disruption” of EU-Russia trade flows if a surprise decision to apply new road transport controls is implemented as planned.In a letter to the head of the Russian federal customs department, Semeta warned of “additional burdens for operators and customs authorities” that he said would be in “breach” of UN trade rules easing border controls in this sector.
Russia wants to apply new restrictions as of August 14, that include a requirement to communicate itineraries and lodge financial guarantees as deposits.
“I would urge you to reconsider the implementation,” Semeta said in his letter.
Moscow argues that the changes are necessary to combat massive fraud, a charge disputed by international watchdogs.
